21. National Governing Council (NGC)

There shall be established national governing council which shall comprise of;

  1. Party leader;
  2. Deputy party leader;
  3. Party chairperson;
  4. Deputy chairperson;
  5. Secretary general;
  6. Deputy secretary general;
  7. National Organizing Secretary;
  8. Deputy Organizing Secretary;
  9. Treasurer and
  10. Deputy Treasurer.

22. The CCM Summit.

There shall be established organ of the party known as the summit comprising of;

  1. Party Leader;
  2. Deputy Party Leader;
  • Party chairman;
  1. Secretary general;
  2. Organizing secretary;
  3. Treasurer and
  • Seven other persons representing at least four counties and holding elective posts as governors or senators or members of the national and county assembly.

23. Party Leader:

There shall be established office of the party leader who shall be elected by the Mashinani convention.

The party leader shall:

  1. Be the head of the party and through party structures and organs provide leadership.
  2. Champion the formulation of the ideology and manifesto of the party.
  • Together with the Deputy, appoint members of the summit upon the recommendation by the NEC.
  1. Chair the Mashinani Convention.
  2. Set up a campaign task force in an election year.
