24. Deputy Party leader

There is established office of the deputy party leader who shall be elected by the NEC. The party leader shall deputize the party leader.

 25. Functions of the CCM summit.

  1. The CCM summit shall;
  2. Provide strategic leadership of the party at the national level.
  3. Manage inter-party affairs.
  4. Provide General policy directions of the party.
  5. Lead resource mobilization.
  6. May have joint meetings with the National Governing Council for the purposes of general administration of the party.
  7. To handle any other matter of strategic importance to the party.
  8. Consider the annual reports of the National Governing Council.
  9. Meet to ratify any coalitions for purposes of elections.
  10. The members of the summit shall be recommended by the members of the NEC and appointed by party leader.

26. The Mashinani Convention.

The Mashinani convention shall be the supreme organ of the party.          Its membership shall consist of the following:

  1. The party leader;
  2. Deputy party leader;
  3. Members of the National Executive Committee;
  4. All Governors;
  5. All members of parliament (MPs and Senators);
  6. Members of County Assemblies;
  7. Five members from the County Executive Committee elected by the County CCM Forum.

The tenure of the Mashinani convention shall be five years.

27. Functions of the Mashinani convention

The Mashinani Convention shall;

  1. Elect the National Executive Committee
  2. Approve programmes and policies of the party.
  3. Meet once after every five years, special convention may be convened at any time to discuss any urgent matter.
